## Steps

1. Read the growth stage first. A thin site may need the page. A mature site may need a fix instead.
2. Run duplicate-intent-audit before a new URL. One buyer job, one URL.
3. The draft has a title, the query it should win, internal links, a call to action, and a source for every figure.
4. verify-primary-source and page-quality-audit apply before publish.
5. Hand the draft to the person who publishes. Do not publish a batch of new URLs without that confirm.
